Partnering with the Full Employment Program

Why Partner with Full Employment Program (FEP)?

Full Employment Program (FEP) gives employers access to motivated, work-ready candidates while reducing hiring costs. Employers receive a monthly stipend for up to six months for each participant who works at least 20 hours per week.

Monthly Employer Stipends

Effective July 1, 2021

  • Tier I: $500/month (20–29 hours/week)
  • Tier II: $750/month (30–39 hours/week)
  • Tier III: $1,000/month (40+ hours/week)

Eligibility for Employers

To become a FEP employer, organizations must:

  • Contact their local department of social services Employment Services Program
  • Be licensed and in good standing in Virginia
  • Complete the VIEW Full Employment Program Agreement
  • Pay a living wage (not commission-based)
  • Guarantee at least 20 hours of work per week
  • Maintain all workplace standards required by law
  • Ensure no displacement of existing staff
  • Keep daily attendance records for each participant

How the Employer Process Works

  • Employer contacts local department of social services and shares the job description
  • Employment Services Program case manager screens and refers a job-ready participant
  • Employer interviews and hires the referred candidate
  • Employer becomes a FEP partner
  • Local department of social services issues monthly stipend payments
